President Trump at a rally on Wednesday night said that immigrants who enter the United States should not be eligible for social benefits during the first 5 years of their residence in the US, although such a law has already existed for 20 years.
“It’s time for new immigration rules that say that those who want to be in our country should be able to support themselves financially and should not use social programs for at least five years,” Trump told people in Cedar- Rapids, Iowa.
The President said that his administration would “in the near future enact legislation.” But such a law has been in force since 1996.

Known as the “Personal Responsibility and Work Opportunity Reconciliation Act of 1996,” it was passed during the administration of former President Bill Clinton. The law stated that an immigrant “is not entitled to receive any federal state-tested benefits” for five years, starting from the date of entry of the immigrant into the country.
