In Canada, the list of targeted professions of the Ontario Nominee Immigration Program (OINP)
The provincial immigration program in Canada selects 15 occupations in the field of information and communication technologies.
The Ontario Nominated Immigration Program (OINP) is an economic immigration program designed to help the Canadian province of Ontario meet its priority labor market needs that contribute to the economic development of the province.
On June 28, 2017, OINP announced that it will send targeted notifications of interest to (NOIs) candidates eligible to participate in Ontario’s Express Entry Human Capital Priority (HCP) Stream and have experience in specific professions defined by OINP .

The list of Targeted Occupations published by the OINP by the codes of the National Professional Classification (NOC) includes occupations in the field of information and communication technologies:
& mdash; NOC 0131: Managers of telecommunication operators.
& mdash; NOC 0213: Managers of computer and information systems.
& mdash; NOC 2133: Engineers in electrical engineering and electronics.
& mdash; NOC 2147: Computer engineers (other than software engineers and designers)
& mdash; NOC 2171: Analysts and consultants on information systems.
& mdash; NOC 2172: Database Analysts and Data Administrators.
& mdash; NOC 2173: Software Developers and Designers.
& mdash; NOC 2174: Computer programmers and developers of interactive media.
& mdash; NOC 2175: Web designers and developers.
& mdash; NOC 2241: Technicians and technologists in the field of electrical engineering and electronics.
& mdash; NOC 2281: Techniques of computer networks.
& mdash; NOC 2282: User support techniques.
& mdash; NOC 2283: Systems Testing Techniques.
& mdash; NOC 5224: Broadcast techniques.
& mdash; NOC 5241: graphic designers and illustrators.
Only for holders of these professions, OINP has lowered the required minimum level for the CRS Express Entry system below 400 points.
However, candidates must still meet all the other requirements of HCP Stream, in particular:
& mdash; At least 1 year of work experience over the past 5 years in accordance with the criteria of the Federal Skilled Workers Program,
& mdash; At least 1 year of work experience during the last 3 years in accordance with the criteria of the Canadian Experience Class;
Equivalent to the Canadian bachelor’s degree or higher.
The level of knowledge of English or French should be not lower than the Canadian test CLB 7 (IELTS 6.0).
Financial requirements.
Minimum level of savings or income in Ontario.
The intention to live in Ontario for a long time.
Notification of interest (NOI) in the candidate is valid for 6 months. This means that the recipient must register a profile for HCP Stream in the OINP server for filing applications within 6 months after receiving NOI from Ontario.
Obtaining NOI does not guarantee registration in the OINP e-Filing Portal. The NOI receiver for the application for HCP Stream must register the profile and apply as soon as possible to ensure that his application is received before the candidates are distributed in Ontario.
Prospective applicants for HCP Stream are encouraged to create a new profile in the Express Entry system in order to simplify the search for Ontario. However, the old Express Entry profile must be removed.
To ensure efficient processing and quality of customer service, OINP monitors the volume of requests for HCP flow and periodically sends NOI within a year until the federal designation of candidates for Ontario in 2017 is implemented.
