Benefits and payments to people with disabilities in different countries.
BELARUS: disability pensions are calculated in the same way as ordinary pensions.
A full disability pension is received by those who have earned the necessary insurance experience (that is, a certain number of years worked, paying contributions to the social security fund). Those who became disabled after the age of 23 are only one year old. With age, the requirements for length of service increase until he reaches 15 years (for those who became disabled at 61 and older). At the same time, those who became disabled before the age of 20 and managed to work at least some time, will be given a pension regardless of length of service.
Disability is divided into three groups. The heaviest – I, it falls on those who depend on the constant help of others. In disabled people of the II group, vital activity is limited significantly, and in group III, it is moderately restricted. For a disabled person of the 1st group, the pension is 75% of his average monthly salary used to calculate the pension (this figure is calculated by a special formula and is used, among other things, to calculate the usual pensions). Invalids of Group II receive 65% of this value, and Group III – 40%. In June, the disability pension was on average 2 million 433 thousand rubles.
In addition, some are entitled to an allowance for care: disabled group I and invalids over 80 years of age – 100% of the minimum pension size by age (392 thousand rubles).
In addition, Belarusian disabled people have various benefits. They depend on the group. For example, invalids of Groups I and II receive a partial discount for utilities (if they live alone and do not have able-bodied family members), a 90% discount on medicines, the right to free travel in public transport (and disabled group I also free travel for accompanying) and tax benefits.
RUSSIA: you can refuse benefits and get money instead.
Disability in Russia is divided into three degrees. Invalids of group I receive 9538 rubles (141 dollars) each month, group II – 4769 rubles (70 dollars), group III – 4054 rubles (60 dollars). The allowance can be increased if the person has dependents. In addition, disabled people are given a monthly cash payment: from 1,794 to 3,138 rubles (27 to 46 dollars) per month, depending on the degree of disability. In the regions there may be additional benefits from local budgets. For example, in St. Petersburg the disabled of the I group receive another “city” allowance – 5009 rubles every month (74 dollars).
All disabled people receive a 50% discount on the payment of the communal and rent. There are other benefits that depend on the disability group. For example, I group receives free medicines, free travel in public transport, the opportunity to enter the university outside the competition. By the way, free medicines and travel can be refused and receive cash compensation – 930 rubles per month (about 14 dollars). For groups II and III, both medicines and travel cards will simply be cheaper.
And those who do not work and care for the disabled group I, pay compensation – 1200 rubles a month (18 dollars).
LITHUANIA: part of the benefit is the same for all, part depends on the salary.
Loss of ability to work in Lithuania is estimated as a percentage. The right to benefit is only for those who lost it at least 45%. A person who became disabled before the age of 22 is enough for only two months of insurance experience. With each subsequent year, this length of service increases by a certain number of months.
The main part of the benefit depends on the so-called basic pension (now it equals 115 euros). Those with a disability rate ranging from 75% to 100% receive 150% of the basic pension (172.5 euros per month), from 55% to 74% – 120% of the basic pension (138 euros), from 45% to 54 % – half of the basic pension (57.5 euros). In addition, every disabled person receives a bonus, depending on their insurance experience and the amount of contributions paid.
Lithuanian disabled persons can also save on necessary medicines and procedures (the state either fully pays for them, or half of the sum will be skipped, depending on the percentage of disability). Discounts for travel by public transport and intercity bus-trains – from 50% to 20%. In addition, people with disabilities can receive subsidies for housing, tax breaks and an additional week of vacation.
POLAND: those who decided to retrain are paid a scholarship.
Those who became disabled at the age of 30 and older need to have at least five years of insurance experience to receive benefits, and for those who are younger, from 1 to 4 years depending on their age. At the same time, the full benefit can be obtained only if the disabled person earns less than 70% of the average salary in the country. The benefit is calculated according to a certain formula, which takes into account the base amount, the period of experience with payment of insurance contributions, without payment of contributions (study, army, decree), as well as the number of years that remained before retirement. The disability pension has a minimum limit of 831.15 zl (216 dollars).
In addition, Poland is paid by those who because of their health can not work at the same place and now have to change their profession. An additional benefit equals 75% of the total benefit for a particular person (a minimum of 638 zlotys, or 166 dollars), and they pay it within six months. The allowance for care in Poland is also there – 135 zl (35 dollars). Invalids also receive benefits for travel on the railway, surcharges for the purchase of medicines and payment of a communal.
GERMANY: the more you work, the less you get.
The amount of benefits in Germany depends on the degree of disability. Those who for health reasons can not work more than 3 hours a day are considered to be people with severe disabilities. They receive a full benefit, which is calculated on the basis of the length of service (must be at least 5 years), the amount of contributions paid and even the territory of residence. Those who can work 3 to 6 hours a day receive half of the allowance.
On average, the total benefit is about 9 thousand euros per year. In addition, all disabled people have a discount on travel by public transport: the annual travel costs 60 euros. People with severe disabilities are given a certificate with special labeling (depending on the type of health problems) and they receive other bonuses: exemption from payment of vehicle tax, free travel in public transport for an accompanying person, discount on tickets for cultural events, etc. .
UNITED KINGDOM: those who can not find a job receive one more benefit.
In Britain, the medical commission individually assesses the condition of everyone who claims to benefit. The payment is divided into two parts, you can receive both one and both. The first – a living allowance – is paid to those who can not always cope with everyday affairs. The second – for those who have difficulties with movement. In the total amount of payments varies from 21.80 pounds per week (the minimum size of one half of the allowance) to 139.75 pounds (full allowance).
Benefit for care is, but a disabled person can receive it only after he turns 65. Its size is from 55.10 to 82.30 pounds a week, depending on what kind of help is needed. A separate allowance is paid to those who, for health reasons, can not find a job for a long time – from 57.90 to 109.30 pounds a week.
The benefits of the disabled also receive depending on their condition. You can get an increase in the salary, travel, financial assistance for the redevelopment of the house, exemption from payment of the transport tax.
USA: there are not enough insurance premiums – lend them to their parents.
As elsewhere, only those who have made enough contributions to the social security fund can receive a full disability benefit in the United States. These payments in the United States are estimated in points, and the average person earns 4 insurance points a year. To receive benefits, disabled enough to collect 20 points over the past 10 years. This rule applies to those who have lost their legal capacity at 22 years or later. If this happened before the age of 22, the disabled person can “borrow” the missing points from his parents (they will not lose points).
As in Britain, in the States there is no such thing as the degree of disability – everything is calculated individually. In 2013, the average amount of disability benefit was $ 1,177 per month, while the maximum for the country was $ 2,533.
If the benefits are still not enough for a decent standard of living, you can apply for financial assistance to one of the special funds that allocate subsidies for food, medicine, payment of bills or, for example, education.
